The keynote speech at the fifth African Leadership Forum (2018), was given by the President of the Republic of Rwanda. The Forum, under the theme \u201cFinancing Africa\u2019s Transformation for Sustainable Development\u201d sought to provide a platform to deliberate on the prospect of increased, improved and effective financing for Africa\u2019s transformation.<\/p>\n\n\n\n

H.E. Kagame’s speech considered the \u201cmisallocation\u201d of Africa\u2019s resources and a dependency on external finance. He summarised: \u201cWe are even begging for things we already have, that is absolutely a failure of mindset.\u201d He then went on to consider alternative approaches by considering the question: \u201cHow do we reach a turning point?\u201d<\/p>\n\n\n\n
