This strategic plan focused on consolidating and up-scaling the achievements made during the first two plans. The overall objective was to reinforce the Institute’s position as a partner of choice for the public sector in Tanzania, and a centre of excellence in leadership in Africa.

This was our second five-year strategy. Under it, we continued on our course of becoming the centre of excellence for leadership for sustainable development in Africa.
